PNG keeps every pixel exactly as decoded, which makes it the right choice when a photo is going to be edited again or placed in a document where compression artefacts would show. The files are large, several times the size of the HEIC, so this is for quality rather than sharing.
Locavert decodes the HEIC in your browser and writes the PNG on your device. Nothing is uploaded. You can still shrink the picture to fit a maximum width or height before it is saved.
