A GIF is a flip-book: every frame is stored as a picture, so a GIF of a whole video is enormous. The trick is to trim to a few seconds and shrink the frame. Locavert lets you set a start and end time and a maximum width and height, then builds the GIF with a palette tuned to your clip so colours stay clean.
Nothing is uploaded, so it works for clips you would not put on a converter site. The video tools download once, about 25 MB, and you are asked before that happens.
